This may be too late but nevertheless...
I assume you are referring to Photoshop Elements 2.0? If FilmGet FS 1.0.3 was installed successfully (they do want you to uninstall the older version first) then you should be able to see the CanoScan as an option in the Import function in PS Elements.
You might also check Scanners and Camera in the Control Panel and run the diagnostics if the scanner is listed.

: I have been running the Canoscan 4000 on a Windows 98 SE machine with no problem. I recently purchased a new pc that runs XP home and I also purchased Windows elements 2.0. I downloaded the new driver off of the canon website (1.03) which I think is what I need for XP. However, I can't seem to get Elements to recognize the new driver and I'm not sure where to put it. I am sure that this is a simple question, but if someone could provide me with an answer, I would appreciate it. Thanks.
